NHCDC is specifically, focuses on community and economic development.

NHCDC projects target those having a public benefit. 

Our work areas are confined to the following: 

" The exempt purposes set forth in sectio501(c)(3) are charitable, religious, educational, 

…term charitable is used in its generally accepted legal sense and includes:

relief of the poor, the distressed, or the underprivileged; advancement of religion (We prefer to label this a Spiritual Conscious) advancement of education or science; erecting or maintaining public buildings, …; lessening the burdens of government; lessening neighborhood tensions; eliminating prejudice and discrimination; defending human and civil rights secured by law;and combating community deterioration and juvenile delinquency

(through creating viable/sustainable work opportunities in a variety of occupations that have a career focus). 


 NHCDC begins in the commUNITYs of Aurora, Commerce City, and Denver in the early stages of developing programming since the announcement/launch September 11, 2023. Simultaneously, these flagship initiative have launched:

Combine

  • Cultural & Heritage Preservation Series - 

Altschul-Carson Memorial Garden & Preserve – a 2 acre in Pine Bluff, AR. Currently in the research phase, this project promises to be a national and local Heritage Tourism site by 2026.USDA/FSA Farm #3486 

  • Affordable / Attainable Housing –      a program first attacking the issue of homelessness in Aurora, Commerce      City, and in Denver. A veteran-influenced collaboration uses Applies      Automated Construction Technology (AACT) to provide modular housing, with      optional furnishings, to be built “better, quicker, and cheaper” for      governments and others focused on addressing this humanitarian issue.
  • Financial Literacy Program - a program is      envisioned as a set of courseware designed for grades 7 to 12 and for      young adults’ post grade12. This curriculum shall be culturally and      ethically designed to encourage Narrowing the in our commUNITYs. Kick-off is expected 2023-2024.
  • A Communications Tool: RALLY Y2K BUGLER -  When urgency is KEY!

1. Value Proposition
A community-led “pooling” investment model designed to:

  • Empower small-dollar investors to build equity in their neighborhoods
  • Promote equity-centered revitalization with shared community ownership
  • Foster ongoing stewardship and maintenance by making investors true stakeholders

2. Proposal: E. Colfax Community Investment Pool
   Executive Summary
This proposal introduces a sustainable, resident-driven crowdfunding structure to support development along East Colfax. Anchored in equity, ownership, and financial education, the model enables historically underrepresented communities to participate in—and benefit from—the growth and prosperity of their neighborhoods.

3. Purpose & Vision
To embed a pooled investment strategy into the E. Colfax Redevelopment Initiative, enabling families, individuals, and local businesses to hold equity in transformative development projects.

This initiative seeks to advance inclusive revitalization and begin closing the wealth gap in Northeast Aurora, Denver, and Southeast Commerce City.

Educating

Education: A Key to Financial Freedom

Launched September 11, 2023, New Horizons CDC established Financial Literacy as a First Priority in its Vision for its menu of products and services. Education, no matter how trite the word, is the key to understand and participating successfully in the Financial Services game.


Too many learn from the school of  "Hard Knocks," try and fail, start and stop, proceed then redirect.  So, by the time one is old, they figure the rules out with NO time to enjoy the American Dream and, much less, to transfer the spoils to the coming generations.


Consider why the Public School system- primarily urban schools - effectively eliminated Financial Education from its curriculum or, restricted its delivery to subjects that can be equated to the difference between arithmetic  and algebra.


Envision a set of courseware accessible to ALL 24/7 and reinforced by industry professionals, onsite tours, and Work-Study or Apprentice programs.


A key also, is students giving back to junior students and serving as Ambassadors of Financial Information and practice in their own homes and in the commUNITYS where they live and play.

LEGACY DIVERSION AND PERSONAL DEVELOPMENT PROGRAM

A Youth & Young Adult Violence Diversion and Personal Growth Initiative

Led by Mr. Billy Ray Wheelock, author of Faith Without a Date, this initiative bridges diversion with development. Through care, storytelling, and accountability, it guides youth toward personal growth and empowered futures—for themselves, their families, and their communities.

The Legacy Framework: Four Essential Pillars

Ø TALK - Creating space for open dialogue. Every voice is honored, every struggle acknowledged, and every dream made valid.

Ø LESSON - Storytelling as transformation. Wisdom and lived experiences become both mirrors and maps to new directions.

Ø DO - Action with intention. Youth commit to a Contract of Good Faith, building trust and demonstrating growth. Transformation isn't complete until it ripples outward. This ministry believes in legacy through service.

Ø OVERCOME = Cultivating resilience and purpose. Participants rise above circumstance with clarity, confidence, and community support.

A Deeper Purpose

Through mentoring, community exposure, and career-connected learning, participants are introduced to choice—real, empowered choice.
Legacy Diversion reminds each youth:
“You are seen, and you are supported.”

Personal Development & Giving Back

In its second phase, the program deepens its focus on purpose through study, reflection, and service. Participants:

  • Write personal pledges to self, family, and commUNITY!
  • Become mentors, volunteers, and Ambassadors      for Change.
