Gateway CommUNITY Fund Financial Literacy–Legacy© Series Is tasked to cultivate intergenerational legacy through culturally responsive financial literacy, personal empowerment, and family-rooted resilience—equipping individuals and households to transform adversity into agency and economic survival into sustainable legacy.
This series honors the lived experiences of underserved communities, integrating faith, culture, and healing into a character of using practical tools available for wealth-building and asset protection in a manner that contributes to emotional wellness, and promotes civic leadership.

Billy Ray Wheelock is a clemency recipient, author, and justice reform advocate whose life story embodies redemption, purpose, and legacy. After serving 21 years of a life sentence for a nonviolent drug offense, he was granted executive clemency by President Barack Obama in 2014. His memoir, Faith Without a Date, offers a powerful account of spiritual endurance and transformation behind the walls of incarceration.
Today, Billy Ray serves as the founding architect and lead facilitator of the Gateway CommUNITY Empowerment & Justice Reform© Series, a culturally responsive initiative fiscally hosted by New Horizons CDC (NHCDC). This series blends lived experience, mentorship, and financial literacy to equip justice-impacted individuals and underserved communities with tools for legacy-building and systemic change.
His mantra—"I refuse to be free and unhappy"—is more than a personal creed; it’s a rallying call for equity, healing, and intergenerational empowerment.

Mission
🍽️🏠 Mission for Givers - Gateway CommUNITY Food and Housing Resource Centers, Fiscally hosted by New Horizons CDC (NHCDC), are driven to shore up food and housing insecurity
through its Information Resource Center. This center exists to bridge the gap between abundance and access, ensuring that no individual or family goes hungry, homeless, or undersheltered—not because of scarcity, but because of silence, misdistribution, or neglect.
Rooted in the enduring economic principle that information is power, and grounded in the spiritual truth that God has richly provided for this nation, the Food and Housing staff, with NHCDC affirms:
There is no shortage of food. No shortage of shelter. Only a shortage of shared responsibility to share information - a powerful Principal of Economics since the 1980s.
We call upon those who have access to resources, knowledge, and networks to become radical givers—to share information, open doors, and extend grace to those who, by choice or circumstance, find themselves in need.
This mission is not charity—it is justice through generosity. It is the sacred duty of those who have to ensure that those who do not have are not forgotten.
